My theory on *'s stratagy
We all know that * is one of the most disconnected of people. His limited attention span is legendary. His handlers have used this to advantage. The scales may be falling from the eyes of the people at last and they are seeing things for what they are.

When catastrophic events occur that require the immediate attention of the Federal government thing are allowed to devolve to the ragged edge of chaos, material and manpower are limited. At the peak or trough, “Here he comes to save the day!” All stops are out and it looks like * is the one who caused things to get better. And we are left with the image of this dolittle walking amid the ruins of New Orleans with tie off and sleaves rolled up.

Mother fuckers look like they are getting ready to to head to the club and belt down a couple of cold ones - - - while the rest of the state soaks in mud, blood, and flooded pollution while going hungry and searching for water while trying to avoid murder and possible rape (either sex I suppose).

5. Some proof for my theory from the MSM
Bill Richardson, governor of New Mexico, offered his state's National Guard troops before Katrina even hit but was refused until Thursday. Rove wouldn't want Bill upstaging the dimson.

7. Congress Likely to Probe Guard Delay
I heard this on CBS or NBC this morning but here's something you can save from the NY Times.

"New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state's National Guard on Sunday, the day before Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn't come from Washington until late Thursday."
