How else can you explain the fact that they were in NYC a day before 9/11?

So measuring the response of FEMA by looking at 9/11 is very misleading. They had a head start.

... and privatize (aspects of)FEMA ... putting them under an other layer of bureaucracy (placing under homeland security)?

At the time of 9/11 they were still under the organizational structure put in place by Clinton.
