... pelican TOC is, I think, the tactical operations commander for one of the helicopter units. Jackson Barracks is probably their base. They have some Air National Guard personnel on loan, and someone outside their chain of command has ordered those ANG people to go elsewhere. Jackson Barracks is saying they have orders not to release anyone without approval of their command and is asking that their command be notified.

This sounds like a minor power struggle for personnel resources.

3. TOC

TOC= Tactical Operations Center. I'm not sure about the air side of the house, but in the Army, the TOC is the command center, the hub of command and control for batallion and higher-level units.

Also, Jackson Barracks probably isn't a big air ops center at the moment. It's located on St. Claude Ave., very close to the Industrial Canal and literally on the border between the Lower 9th Ward and St. Bernard Parish, the two hardest hit areas. It doesn't have a true air facility, and even if it did, it would be in very rough shape right now. My understanding is that the helicopter flights are being run out of Louis Armstrong International and New Orleans Naval Air Station (Lakefront apparently took some severe damage).
