It ain't nice to fool Mother Nature...and if you ARE going to fool her, you might want to fully fund the ACOE so they could upgrade those damn levees.

You have to wonder how far along they might have been had they been plussed-up in 2001, after that FEMA report was issued. They may not have had CAT 5 levees, but they might have had ones that did not breach, and pumps that stayed operational to mitigate the damage a bit....
