Whether he is the "fall guy" is irrelevant. He is unable to perform the crucial duties required by his position as Director of Homeland Security, so he should be fired immediately, and replaced with a competent interim director. His records should also be seized for the last two weeks to determine whether he can be prosecuted for negligent homicide.
