I found it: Northern Command waiting for Orders!! Adm. Keating on CNN
I actually saw this and finally found it at the Salon.com War Room!!!!
As of 3:14 PM on August 31 (Wed) Northern Commmand was still waiting for orders!!!!! from the Gov of LA and BUSH.

Which gets us into that whole mess of what did Blanco request...saw a Dem rep on Nightline last night getting crapped on by Koppel about how someone "didn't ask." This Congressman (a man, starts with an M?) said the proper procedures had been followed...he was thoroughly exasperated...

Bush is back

The cable networks have just carried a live feed of Air Force One landing at Andrews Air Force Base. The president strode smartly down the steps of plane, saluting a couple of military officers with one hand while holding his Scottish terrier in the other.
The commander in chief is back in command, and not a minute too soon. The mayor of New Orleans just said that the death toll in his city is "minimum, hundreds," and "mostly likely, thousands." He said that there are a "significant number of dead bodies in the water," and that New Orleans will not be "functional" for a matter of months.
What will the president do now that he's back in Washington? He'll give a televised speech from the White House at 5 p.m., and he may contemplate sending active-duty U.S. soldiers to New Orleans to help stop looting there. Appearing on CNN, Adm. Timothy Keating, the chief of the U.S. Northern Command, said he's awaiting a request from the governor of Louisiana and an order from the president of the United States.

3. I don't think the Governor of LA would be able to give any requests or
orders to the Northern Command. That would have to come from bush.

5. Yes, but the accusation was that she hadn't requested help so
therefore Bush was off the hook.

I know she was also accused of not putting in a "specific request" in terms of nos. of troops etc., which this Congressman was also trying to deal with with that prick Koppel.

The point is...if she requested, Bush stalled.

he should have been the one offering the help and telling her the Northern Command was on its way.

Where is the Gov. Why has the press not shown pictures of her in N.O.?


Maybe she is AWOL. Have not seen the Mayor on TV.

She declared it prior to arrival of Katrina, the moment it was forcasted to go westward. Bush declared State of Emergency on Saturday. So what's the protocol for stuff get get moving???!!!

9. You can get it through the cache link....scroll down or do a
search for Northern Command and it will come up...it's down toward the bottom

I guess the permalink doesn't work unless you have access...I think you can do that by reading ads??

10. I Saw The Same Koppel Interview......
Koppel was baiting the guy to really get angry and say something bad against *Co. I don't think Koppel was 'crapping' on him. Koppel just wanted this guy to say what Koppel couldn't.

"I have determined that the incident will be of such severity and magnitude that effective response will be beyond the capabilities of the State and the affected local government and that supplementary Federal assistance will be necessary"....

"I request direct Federal assistance for work and services to save lives and protect property."

"I have designated Mr. Arthur G. Jones as the State Coornating Officer for this request. He will work with the FEMA in damage assessment and may provide further information or justification on my behalf."

Sounds to me she covered her bases...unfortunately, Bush didn't cover his.

15. Summary: WaPo 8/31from what I see, the National Guard was trying to

mobilize on it's own.......Here are the WaPo reports...

Northern Command was waiting for orders.

So we have 2 separate entities here...

the National Guard trying to help bolster the remaining Guard in the Gulf states...
Northern Command waiting for Bush.....

With thousands of their citizen-soldiers away fighting in Iraq, states hit hard by Hurricane Katrina scrambled to muster forces for rescue and security missions yesterday -- calling up Army bands and water-purification teams, among other units, and requesting help from distant states and the active-duty military.

As the devastation threatened to overwhelm state resources, federal authorities called on the Pentagon to mobilize active-duty aircraft, ships and troops and set up an unprecedented task force to coordinate a wider military response, said officials from the Northern Command, which oversees homeland defense.

National Guard officials in the states acknowledged that the scale of the destruction is stretching the limits of available manpower while placing another extraordinary demand on their troops -- most of whom have already served tours in Iraq or Afghanistan or in homeland defense missions since 2001.

More than 6,000 Guard members were mobilized in Louisiana, Mississippi, Alabama and Florida when the storm struck on Monday, with the number rising to 8,000 yesterday and hundreds more expected to be called to active duty, National Guard officials said yesterday.

"Missing the personnel is the big thing in this particular event. We need our people," said Lt. Andy Thaggard, a spokesman for the Mississippi National Guard, which has a brigade of more than 4,000 troops in central Iraq. Louisiana also has about 3,000 Guard troops in Baghdad.

sitting on thousands of troops and NINE MILLION MREs, they were stalled until authorized by the PRESIDENT OF THE UNITED STATES.

They weren't waiting for the LA governor. They were waiting for BUSH to tell them to go in. Commander-in-Chief, don'tcha know?

The delay was BUSH's failure.

27. There was someone on our news last night
I live in the Baltimore area and they had a team that was highly skilled in rescue and recovery which was told to stand down. The man they were interviewing just could not figure out why. This same team had helped out in New York after 911.
