"In mid-90's morning heat at Edwards Air Force Base, HPV Technologies and American Technology demonstrated prototypes of non-lethal sonic devices for a group of military and law enforcement guests, including representatives of the U.K. Home Office.

Representatives of both companies say that within days, they will ship some units of their respective products to areas hit by Hurricane Katrina, so authorities can use the tools for crowd control, aid distribution and rescue operations."

4. My guess for when the general population takes to the streets
in mass protest of this administration. There was a reason they left those people in the Superdome. They wanted some anger so they could play with their new toys.

They're not necessarily weapons. From the article:
The device uses magnets approximately 6 inches tall and 9.25 inches wide to convert electrical pulses into sound waves, and is capable of aiming sound precisely for thousands of feet -- like the sonic equivalent of a laser, or spotlight.

Its path and reach can be affected by environmental factors such as nearby flat surfaces, hills, bodies of water or strong bursts of wind.

A series of test sounds beamed out by MAD, including gunfire, music and instructional commands, were audible and intelligible at distances of up to a mile.

When a subject is at close range in MAD's sonic path, and it is set to high volume, the sound can be excruciating.

The ability to broadcast instructions or alerts at great distances with minimal distortion could be useful for authorities and rescue crews in areas where other communications systems are unavailable.

American Technology is donating four devices -- three MRADs (medium-range acoustic devices) and one LRAD (long-range acoustic device). The four devices will be shipped out Friday to a Marine military police unit that is deploying to the Gulf States area for disaster-relief efforts.


There's a lot of blame to go around with respect to rescue and relief operations in the flood zone, but it's silly to assume that the people on the ground there are there for any nefarious reasons. These can be used for "area denial" but can you not see where being able to communicate information and instructions to people a couple of miles away would be useful? I swear, the hysteria on DU has gotten to ridiculous levels.

THE MEDICAL PROFESSION AND THE EFFECTS OF WEAPONS - FEBRUARY 1996

Background - 1940 through 1995
The background to the development of anti-personnel electromagnetic weapons can be traced by to the early-middle 1940’s and possibly earlier. The earliest extant reference, to my knowledge, was contained in the U.S. Strategic Bombing Survey (Pacific Survey, Military Analysis Division, Volume 63) which reviewed Japanese research and development efforts on a “Death Ray”.
Whilst not reaching the stage of practical application, research was considered to be sufficiently promising to warrant the expenditure of Yen 2 million during the years 1940-1945. Summarizing the Japanese efforts allied scientists concluded that a ray apparatus might be developed that could kill unshielded human beings at a distance of 5 to 10 miles. Studies demonstrated that, for example, automobile engines could be stopped by tuned waves as early as 1943.<1> It is, therefore, reasonable to suppose that this technique has been available for a great many years? Research on living organisms ( mice and ground hogs) revealed that waves from 2 meters to 60 centimeters in length caused hemorrhage of lungs, whereas waves shorter than two meters destroyed brain cells.
However, experiments in behaviour modification and mind manipulation have a grisly past. Nazi doctors at the Dachau concentration camp conducted involuntary experiments with hypnosis and narco-hypnosis - using the drug mescaline - on inmates. Additional research was conducted at Aushwitz, using a range of chemicals including various barbiturates and morphine derivatives. Many of these experiments proved fatal. Following the conclusion of the war the U.S. Naval Technical Mission was tasked with obtaining pertinent industrial and scientific material that had been produced by the Third Reich and which may be of benefit to U.S. interests. Following a lengthy report the Navy instigated Project CHATTER in 1947. Many of the Nazi scientists and medical doctors who conducted these and other hideous experiments were later recruited by the U.S. Army and worked out of Heidelberg prior to being secretly relocated to the United States under the Project PAPERCLIP programme. Under the leadership of Dr. Hubertus Strughold, 34 ex Nazi scientists accepted “Paperclip” contracts, authorised by the Joint Chiefs of Staff, and were put to work at Randolph Air Force Base, San Antonio, Texas. By 1953 the CIA, US Navy and the US Army Chemical Corps were conducting their own narco-hypnosis programmes on unwilling victims that included prisoners, mental patients, foreigners, ethic minorities and those classified as sexual deviants.<2>

Remember the other day in Iraq where a bridge full of people stampeded, killing close to a thousand people? The 'news' said a rumor of a suicide bomber started that stampede.

According to the info found on this thread, such a rumor could have been broadcast on that bridge, using this tool.

We must keep an ear out for rumors being broadcast on the streets of New Orleans.

"They can very easily put this on a truck and send sound out for a minimum of at least a mile in either direction."'

DUers have pointed out the same problem: people don't have radios, PA systems have limited range and therefore it takes a while of having a couple of people doing nothing but tooling around in cars and boats broadcasting stuff.

If this works, problem largely solved.

29. Visit the gun-owner forums. They consider this weapon deadly force and
many are claiming they will fire, if "fired" upon with this new weapon.

I hate guns and have always been for gun control, but I cant disagree with them here, for once.

I wont harm anyone, but I wont shed a tear for any police or military personell who are shot by gun owners while using this weapon on civilians, who are only trying to survive in NO or protest the war in Iraq.

Sometimes you just can't trust those involved to say anything close to the truth: you have a problem, and somebody comes along saying they have a solution, the only possible conclusion is that they're lying.

Rather than assume they're lying, perhaps they should be given a chance to demonstrate that they're telling the truth?

It's so far out that everybody would say get your tin foil hat, but apparently the weapon exists and has been tested in Alaska. When was the test in Alaska?

Dr. Greene has studied for many years the avoidance behavior of whales around boat traffic emitting about 120 decibels (dB). She told us the US Navy was about to hit calving and mating humpback whales off Hawaii intentionally with up to 155 dB to test a device called LFA (low-frequency active) sonar. The Hawaii test was the third in a series of experiments on whales specifically designed by the Navy and cooperating scientists to find no problem with exposing whales to loud noise. Only a few whales were studied. Only immediate and obvious reactions were noted. No long-term studies or follow-up analysis was done. None of the other reef life was studied: not turtles, not fish or their eggs or larvae, and not plankton or other critical bottom-of-the-food-chain organisms. Any evidence of disruption or deaths was discounted. Predictably, the Navy announced afterwards that their experiments showed that whales are a lot less sensitive to loud noise than formerly thought. Furthermore they argued that the Navy should be allowed to go ahead and deploy their LFA device all over the world at a source level of about 240 dB-some of the loudest noise ever created by human beings.

The Navy has been testing LFA illegally for over a decade. It is designed to find very quiet enemy submarines by flooding the oceans with intense sounds and then reading the echo. Its stated intention is to deploy LFA on four ships over at least eighty percent of the world's oceans. The Navy has now issued a Final Environmental Impact Statement for the system, arguing that it can keep a really good look-out and guarantee that no whale or dolphin gets too close to the broadcasting ship and receives no more than 180 dB. Sound below 180 dB is considered benign because it has not been proven to cause physical injury (even though the safe level for human divers is pegged at 145dB- 5,000 times less intense.) Temporary deafness (called TTS for temporary threshold shift) is not considered an injury even though it can last for days and expose the creature to all kinds of threats such as predators and ship-strikes. Low-frequency device was banned by US courts but is now being used by UK off Kyle of Lochalsh

A high-powered military sonar, banned by the US courts because it can have potentially fatal effects on whales, is being tested by the Royal Navy in Scottish waters.

The tests are being carried out without the permission of the statutory environmental agency, Scottish Natural Heritage (SNH), which has now demanded a meeting with the navy to discuss the issue. A spokesman said: 'We have previously been assured that neither the Royal Navy nor other Nato forces use Low Frequency Active (LFA) sonar during training in Scottish waters, and we're unaware of any testing being carried out off the coast of Scotland.'

But the LFA sonar tested at the Royal Navy's British Underwater Testing and Evaluation Centre (Butec) at the Kyle of Lochalsh, near Skye, has been blamed for disturbing whales and causing internal bleeding and disorientation.

A series of mass strandings of whales coinciding with military exercises across the world's oceans has led to legal action in the US and calls by British environmentalists to ban the use of the powerful sonar device, which emits sounds loud enough to be heard hundreds of miles away across the ocean. BTW, how the hell do electromagnetic waves disrupt animal migration patters? That doesnt even make any sense at all.

53. Sonar has nothing to do with HAARP
HAARP is an electromagneitc research project. Sonar is sound waves. It's two totally different things.

in a small version...and yes they can't get very annoying and the one they talking abut "sonic" that makes you dizzy and feels like you want throw up....this is amerika anything is possible...
