Sooo....these people are in temporary hurricane shelters
How long before these arenas kick these folks out and they end up in homeless shelters?
Then the streets?
I bet by the end of the year it starts.

1. Two months max. When football season starts
people will start to yell louder and louder until the stadiums are emptied.

being used here in Texas don't host major sports franchises. No team uses the Astrodome or Alamodome as their home field...and the Mavericks have moved out of Reunion Arena in Dallas.

4. Keep track of what governors in neighboring states do
Governor Huckabee of Arkansas has said that schools are opened to the kids, and they are considered "homeless" because that way they don't need paperwork to enroll. As far as I can figure out, in Arkansas at any rate, they are parcelling out refugees in the dozens to different towns. I think the idea is to integrate them into the local area without putting too much strain on any one town. Some folks are being taken in by individuals, others by churches. I don't know what will happen to those who are in government shelters, but hopefully what you predict won't happen. I think it is less probable if people are dispersed as is happening her in Arkansas.

...at our city's civic center...being turned away in droves...a report on the news yesterday said someone was standing outside the civic center acting like they were in charge of receiving donations...then taking and putting them in their SUV and taking off...this is what's happening in Northeast Louisiana...this is what's happening in what was south Louisiana...
