Oops. Dept of Homeland Security Web site claims FULL responsibility for any natural disaster
by John in DC - 9/03/2005 01:06:00 PM

Again, oops.

The Dept of Homeland Security Web site says the agency will assume "primary responsibility" for any "natural disaster or large-scale emergency." So much for Bush and his surrogates claiming that the buck stops with the mayors and governors of the affected areas.

Click on the photo to see an enlargement of the Dept of Homeland Security web page claiming responsibility.

Preparing America

In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This will entail providing a coordinated, comprehensive federal response to any large-scale crisis and mounting a swift and effective recovery effort. The new Department will also prioritize the important issue of citizen preparedness. Educating America's families on how best to prepare their homes for a disaster and tips for citizens on how to respond in a crisis will be given special attention at DHS.

6. Chertoff
when asked about how they couldn't have foreseen the levee breaking along with the hurricane, Chertoff said:

"whenever you do a planning process, you have to deal with what is reasonably foreseeable. It is true that you can sometimes have a combination of things that are reasonably foreseeable but that combination is unforeseeable."

He must be taking lessons from Rumsfeld!!! That sounds just like the typical BS Rumsfeld uses........

8. "reasonably foreseeable"
Given that old FEMA report and the articles written about what would happen if NOLA flooded, I'd call the current cluster-fuck reasonably foreseeable. :grr:

10. I've found some other quotes as well
Edited on Sat Sep-03-05 05:01 PM by Birthmark
However, my eyes frequently glaze over at the merest hint of bureaucratese, so someone more competent should look these over and make sure that they apply to the current situation.

Quote:
"Incident. An occurrence or event, natural or humancaused, that requires an emergency response to protect life or property. Incidents can, for example, include major disasters, emergencies, terrorist attacks, terrorist threats, wildland and urban fires, floods, hazardous materials spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, tornadoes, tropical storms, war-related disasters, public health and medical emergencies, and other occurrences requiring an emergency response."

Quote:
"Initial Response Resources (IRR). Disaster support commodities that may be pre-staged, in anticipation of a catastrophic event, at a Federal facility close to a disaster area for immediate application through an NRP ESF operation. The initial response resources are provided to victims and all levels of government responders immediately after a disaster occurs. They are designed to augment State and local capabilities. DHS/EPR/FEMA Logistics Division stores and maintains critically needed initial response commodities for victims and responders and pre-positions supplies and equipment when required. The initial response resources include supplies (baby food, baby formula, blankets, cots, diapers, meals ready-to-eat, plastic sheeting, tents, and water) and equipment (emergency generators, industrial ice-makers, mobile kitchen kits, portable potties with service, portable showers, and refrigerated vans)."

Quote:
"Major Disaster. As defined by the Stafford Act, any natural catastrophe (including any hurricane, tornado, storm, high water, wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption, landslide, mudslide, snowstorm, or drought) or, regardless of cause, any fire, flood, or explosion, in any part of the United States, which in the determination of the President causes damage of sufficient severity and magnitude to warrant major disaster assistance under this act to supplement the efforts and available resources of States, local governments, and disaster relief organizations in alleviating the damage, loss, hardship, or suffering caused thereby."

Apparently Home Land Security doesn't read their own website.

I've saved this to my hard disk -- we may see some "cleaning up" of this info.
