There is precedent here. The Panama-Pacific Exposition of 1915 was designed to announce to the world that San Francisco was back after the earthquake and fire of 1906. (although I'm far too impatient to wait nine frickin' years!)
This'll be the biggest, baddest fair ever. It'll be like having Jazz Fest all summer long! Somehow I doubt that locating a large vacant site for a fairgrounds will be much of a problem...
Of course, we'll have to come up with a mascot to rival the one from '84: a pelican named Seymour D. Fair! ("see more 'da fair" :-) ) I might suggest three young pelicans, Seymour's offspring, representing the three baby pelicans in Louisiana's flag and seal:
