Those killed by the hurricane would have happened so fast that the message could have been managed. When they say they did not know the levvees would break, I think they are just saying it didn't jive with their plans.

What THEY got were pictures of their abject failure. People were actually trying to survive - how dare they. There just could nto have been any serious attempt to rescue the people planned in advance of the hurricane.

They only listen to other people as sick as they are and forget there is an entirely different species in this country.
