I'm having an argument on another forum on this point and I could really use a little help. I've seen the Louisiana governor's letter requesting federal assistance that was issued on Saturday, and I've read FEMA's info on jurisdiction (though I must admit that the legalese leaves my head swimming).
Anyway- this guy references this article:

Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.
The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law. Some officials in the state suspected a political motive behind the request. "Quite frankly, if they'd been able to pull off taking it away from the locals, they then could have blamed everything on the locals," said the source, who does not have the authority to speak publicly."Is this article correct, or not? I was under the assumption that FEMA had control of the evacuation, whether the governor allowed federal control of the police and National Guard or not. Is this info even relevant? It seems like a smokescreen to me.
I've seen this argument coming up in 20 different ways today. There's ALOT of attempts to deflect blame on the local government, and I'd like to figure out what's fact and what false.
