Chertoff, Bush and others have defended their inaction because on the one hand this disaster is the "worst in US history" yet they didn't deploy troops because it wasn't a "huge" emergency?

15. Yes, but Chertoff is right. The official FEMA handbook defines

a HUGE emergency as one that affects rich white people. Since those stranded in NO were by and large poor and/or black, NO clearly doesn't fit the definiton. Chertoff did his job like he was supposed to do and I wish you guys would just lay off him. :sarcasm:
