3. How do they get by with that? They are not prisoners. They had a bad
thing happen to them -they didn't DO a bad thing

How do the authorities pull that one off?

I would be highly pissed if it was me and after what I had been through.

4. They can come and go as they please
THey do have wrist bands. It was clearly stated that they are not prisoners.
