There was a reason he "added on" to the command center under his residence.

He's also probably co-ordinating the next domestic terror attack.

If they can get away with it in new Orleans...why not San Francisco...Boston...Seattle...

3. Cheney knows Bush looks bad over this, accept with the people that have

gulped the kool-aid down quickly and had it injected into them through IV. So, Cheney is watching and waiting. He's letting Bush do the work. Because he knows that if he showed up then it might look like he was in power and Bush, as his puppet, is beginning to flag.
