MSM originally said the levee at NO broke.
Randi Rhodes said it didn't break, it just wasn't finished. And it was supposed to be finished by now but Bush cut funding which halted the project.
what's the real scoop? Seems to me this is a big deal.

It's not a dam, it's a levee. That particular levee had been upgraded to its present point. What wasn't finished was the overall levee system's latest round of upgrading, which Bush de-funded and cash starved into paralysis. Would even that have stopped the entire flooding? Perhaps not but it would've at least bought time. An effectively flood-proof system would have cost $2 bil and taken decades to complete but at any rate that's $2 bil that wouldn't have gone to tax cuts or the military machine so no one took it seriously.

well duh, you're right I meant to say levee, not dam. sorry, it's late here... thanks for the info. Do you have a URL or article on this? I was having a conversation with a MSM groupie about this and they didn't believe me.
