How much control does the GOvernor have over the NG since the feds have them tied up for war effort? Does the governor have to get *'s permission to tap the NG first since he has overly committed them to his war machine?

That's why Blanco was able to mobilize the LA NG even before the storm hit. But she had to make an official request to get help from other states' NG.
