NEW ORLEANS, Louisiana (CNN) -- Saying the city was "completely destroyed," the New Orleans deputy police chief on Monday urged remaining residents to get out because there is no power, drinkable water or supply of food.

Deputy Chief Warren Riley told reporters that a week after Hurricane Katrina struck, thousands of people insisted on remaining in "a hazard."

"We advise people that this city has been destroyed. It has been completely destroyed," Riley said.

"We are working with them to try to convince them that there is no reason -- no jobs, no food -- no reason for them to stay."

I know that is difficult to do, but their health and well being is at risk, plus the rescuers continue to put themselves at risk dealing with people who can't seem to understand the obvious.

Who can authorize the forced removal of the people? Does Bush have to declare it a federal disaster area, or does the governor have to declare it a state disaster area? I am sure there are safeguards and rules about federal or state troops forcibly removing people from their homes and those steps have to be followed.
