If FEMA is now a department of Homeland Security, then who is responsible for dictating the final commands to FEMA?

Does Michael Brown answer to Michael Chertoff?

on Sunday Night before the storm, the National Response Plan was supposed to be implemented. They didn't do anything and were derelict in their duty. At times it seemed to be on purpose.
