5. State of Emergency Declared 2 Days Prior
They were already asking FEMA and the Federal government for help prior to the Hurricane hitting.

As far as the school bus issue, honestly this bothers me as well. I don't think the local governments are total innocent here. The plain fact though is that there was a working road to these people that the FEDERAL government blocked off. They weren't allowing people in, unless they were reporters, and they weren't allowing people out.

Meanwhile over five days passed and people were still dying and didn't have food or water. It took two days to get supplies to people in remote locations after the Tsunami, yet in the United States, a week after the state asked for federal assistance, with a working highway straight to the people who were suffering it took over five.

Maybe if the local governments had done some things differently or had more powers (I've heard they weren't allowed to comandeer the school busses but can't verify that with a link at this moment) more people would have been saved. I'm angry at the local governments for that.

It doesn't take away at all though from the sheer incompetence of this administration for letting people die in New Orleans after it was under their purvew.
