7. OR the folks on the overpass?

Somebody help me out here as I'm having a senior brain fart, Seems to me while *dauphin was grandstanding in MS with tables of food (immediately disassembled upon his departure) and lots of helicopters in the backround, po' black folks were still lollygagging around, exposed to the elements with no supplies, on an overpass. Is that right?
