4. Levee maintenance is NOT La.'s responsibility.
The levee system has been maintained for decades by the U.S. Army Corps of Engineers.

Wouldn't you just know it'd have to be a unit of the Army, thus making it extra easy for Rumsfeld's bean counters to embezzle, sorry, "divert" the money for Iraq?
