Probably the primary responsiblity for _local_ disasters lies with the local/state authorities. This would then be the correct answer, even if you believe that in this disaster the primary responsibility for the _failures_ would lie within the federal response.

They ask because they want to know if you know the facts (or their interpretation of the facts). If you get it "wrong", they can try and argue that you are biased or just misinformed, and do all kinds of correllation analysis (for example: "people who believe the responsibility lies within the state think that the state has failed" etc).

It means nothing, it's like taking a poll as to Bush's approval rating at the Republican National Convention, only radical republicans visit that site, it's like the national enquirer for republicans. All you need to do is go to Yahoo and sign up for a different user name e-mail account.

Use it as a "spam" address.....I use mine when I have to provide an e-mail address to register for all sorts of things like online newspapers, etc.

Therefore, my main e-mail address doesn't get spammed. It's great
