FEMA Delayed Airline Relief Flight So It Could Look Good
From the respected airline-industry site planebusiness.com:

Speaking of FEMA, sources tell us that an American Airlines 757, which was ready to fly into New Orleans Tuesday from Dallas with relief supplies was held up -- by FEMA. Why? Sources tell us it was because FEMA had to be the first to land at New Orleans International Airport with a relief flight.
