Rummy controls the army, the Governor controls the NG and the police. The Governor can order the NG to adhere to the Mayor's order. The only way the military can refuse is if they are being told to refuse. The bush admin is still playing big time politics in hopes of diverting attention from them down to the local and state officials.

Now, if the governor was to give up her authority and allow federalization of the NG troops, then the military could enforce the

In this case the U.S. military is well within its rrights to refuse to enforce the evacuation order.

This is all about BushCo taking complete control of the operation, and this is just another attempt to remove the governor and mayor.

Bad enough NO (local) cops forcing folks out of their houses, but to have the military do it strikes me as a wee bit un-constitutional and a very dangerous precedent.
