Who gave the order to turn away help and was there such an order?

Who gave the order to turn away help and was there such an order?
why were so many civilian rescue teams bringing boats, medical aid, doctors, water turned back? why were a team of firefighters from utah asked to hand out fliers? who gave these orders?...seems like someone must have said no civilians are allowed in NO.even to help...there is a similar response across the board of turning away help..that on top of their own incompetence...what were the orders they were operating under? and who gave them? and why?

2. FEMA, a taem from Californuia went into Missisipi
after the Governor requested them at the border... simple as that... they no longer were working for the Feds but for the state... oh and this little trick was used all across...

4. yup. good questions, and welcome to DU
here's some more questions...

we NOW have (too late) 60,000 troops in a nearly evacuated city. That's more than Baghdad. why?
Bush wanted to "federalize" Lousiana before he would offer aid . Why?
Blackwater mercs and experimental crowd control weaponry was in place before federal aid. Why?
People in the Convention Center were prevented by armed troops from leaving and walking across the bridge. Why?
No autopsies will be performed. Why?
No photos of bodies are being allowed by troops. Why?
Troops are beating up professional photojournalists and confiscating their cameras and film. Why?


there are a lot of unanswered questions...but I think you'll see, if you stack all unanswered questions up, they suggest an overall answer, don't they?
