I understood the Debit Card Shootings OP's message

In any bad situation you have a certain number of people who will attempt to enrich themselves unlawfully. We call them looters, muggers, murderers, rapists, scumbags, CRIMINALS.

Bush's government has seen fit to hand a lot of people debit cards preloaded with $2000, and many of those people don't have a way to secure them.

If you've got a criminal mind and a weapon (gun, knife, baseball bat, broken bottle or whatever), you might think of the people who have these cards as prey. And next thing you know, the papers will be full of "New Orleans' residents terrorized for their debit cards" stories.

What's really worrying me is that once the muggings start, someone at FEMA or in the White House might decide to just SEIZE the city of New Orleans because, of course, the local officials have proven themselves incapable of handling the situation.
