from New Orleans because subordinates do not have the authority to do such things on their own.

Not only that, but it was a coordinated effort to deny help to the victims, not just a random event.

2. Here's what confuses me.
Bush does not think the federal government should get involved in protecting America from natural disasters - he says it's the role of state and local agencies. YET, when state and local agencies attempt to get involved, they are turned away by FEMA.

Am I the only one confused by this logic?

3. It's not meant to make sense.
He wanted to stall as long as possible, and blame it on, "incompetent local Democrats."

Scattering the single major city in the state to the wind results in a permanent red state.

8. The stories keep piling up, so there's a definite pattern there
All kinds of aid have been turned back. Choppers, firefighters, doctors, nurses, rescue boats, food, water, and so on. Unbelievable.
