That's a lot.

2. It's a conundrum.

I'm having problems with this one. Local government legitimately exists solely through the will of those governed. At some point, we need to ask the question: "Just who is the constituency of local government at this point?"

At some point, "local government" ceases to legitimately represent the interests of those governed. Just where is that point for New Orleans?

So, we have a question of whether that local government can possibly be representative when it capsizes and asserts its will above the will of the de facto constituency. At some point, maybe NOW, the in-place de facto constituency deserves governance that accurately and legitimately represents their will.

3. Too damned many........

although, in their defense, after seeing how the bush administration has bungled everything so far, who can blame them for wanting to protect whatever they have left?
People will die from that cesspool of filth and bacteria if they don't evacuate though, they must be made to understand that.
