NG deployment - what say does each state have? |

During the recent atrocity in New Orleans there was a bit of a controversy about the criminal Bush Cabal's attempt to 'federalize' the LA National Guard. In doing so Washington would assume direct control of the LA NG units. OK - so meanwhile the implication is that the governor of each state has control over its NG units, which is how they get to act in a law enforcement capacity within the territory of the US and not violate the posse comitatus laws.
With me so far? So here is my question. What stops a governor from recalling his NG units from Iraq, or refusing to send units to Iraq?
Is there an angle here for shutting down the criminal Bush Cabal's illegal war of conquest one state at a time?

Once they're Federalized, the Gov has no authority to call them back.
