Do you happen to know the answer?

I wouldn't be surprised if it was either not necessary to sign over the power or that Geroge Bush worked with his brother to make it an easy process to make Jeb look good.

Who knows...

3. FEMA was waiting a few blocks away in Florida's case!!--but
I do not know the technicalites of 'signing off'--or even if this is necessary.

5. I suspect the signed papers are in the Constitution and referred
to as the separation of power.
