It occurs to me that this has something to do with the recent release of the book "A Life in Letters" which reprints Ronnie Rayguns letters.The letters paint Raygun as a nice, sensitive and even romantic guy who was a prolific letter writer (The fact that he was a pig-head, blinded idealogue doesn't seem to matter.) Anyway it places him a sympathetic light.
Remember there is MUCHO hatred between the Bushies and the Reagans. Karen Hughes, who doesn't have an original thought in her alleged mind, more than likely figured it was time to go ONE-UP on Reagan and display Dubya's poem to show what a cute, normal compassionate human he is.....in direct competition to Reagan.
I think this displays the jealousy and small-mindedness of Bush and his entourage....they can't stand anybody outshinning his holiness.
