I've been using the example that makes sense where I live, which is the tornado warning.

Many people never get ready the way they're supposed to when they hear of a tornado warning in the area. So does that mean we shouldn't take pity on them if they're caught in a tornado? Hardly.

4. Nagin and the people of NO did a great job with the evacuation

People really could only evacuate in a few directions and many of them did in a single day. Things broke down at the evacuation centers but people were transported there before the hurricane hit and I think it prevented a higher death toll when the levies broke and flooded houses.

However school buses have no bathrooms and usually don't have AC, so Nagin asked FEMA to send in touring type buses for taking the people out of NO. They knew that just to get to Baton Rouge would take at least 8 hours. Nagin only sent people to the Superdome has a shelter of last resort. FEMA could have easily brought the touring buses in to take the people out of the Superdome during the day before the storm hit, but they couldn't get the contracts worked out with the bus companies. Nice excuse.

9. I mentioned this statistic to someone last night and she was impressed

At first, she had wondered if the mayor had done enough before the storm. When I mentioned that studies had indicated that the city would be lucky to evacuate 60%, but that Nagin had accomplished an 80% evacuation, she completely changed her tune. Before that, she'd been questioning the local response. After that, she acknowledged that much had been done by the locals and that the feds had failed. Miserably.

There may have been some little mistakes made at the local level, but feel that getting 80% of the population out of NO was pretty good.

Their mistake was not having conservative estimate of 90,000 meals ready in the Superdome (15,000 people x 3 meals day x 2 days)... I am sure they were prepared for a 24 hour situation with the winds and rain of a hurricane and thought people could go back to their homes or leave the city in a day or 2, they could not prepare for the flooding and keeping that many people there for that many days.

The feds should have been ready to come in Tuesday morning when the levee's broke!
