Question about how FEMA director gets his job

Question about how FEMA director gets his job
I've been trying to Google this without much luck.

How does one get the job as FEMA's director? Does the president nominate him and then there's a vote by congress, or does the president just appoint the guy and there's no vote?

I'm asking because I was having an argument with a freeper-type about Brown, saying how unqualified he was for the job, and he came back with - "Well then why did Congress unanimously vote for him?"

I don't think the FEMA director gets voted on, but I want to be sure before I tell him that.

2. Somewhere on DU I saw article about how he was approved
unanimously by the Homeland Security Oversight Committee? on a voice vote. Will look for it.
