WHY does FEMA coordinate disaster relief with the Red Cross?

with national coverage, that said for the ARC this has meant the loss of all independence from the Feds

5. I was part of a ham radio team working at a red cross

office to support a site for the relocated victims.
After a couple of days, it was anounced we were now
under the incident command system and working for
DHS, FEMA, State EM.

4. co-ordinate is one thing, but shouldn't FEMA have their own resources

too? Red Cross should come as extra help, not the only help.
