WASHINGTON - A Pentagon planning document being updated to reflect the doctrine of pre-emption declared by President Bush in 2002 envisions the use of nuclear weapons to deter terrorists from using weapons of mass destruction against the United States or its allies.

The "Doctrine for Joint Nuclear Operations," which was last updated 10 years ago, makes clear that "the decision to employ nuclear weapons at any level requires explicit orders from the president."

But it says that in a changing environment "terrorists or regional states armed with WMD will likely test U.S. security commitments to its allies and friends."

"In response, the U.S. needs a range of capabilities to assure friend and foe alike of its resolve," says the 69-page document dated March 15.

A Pentagon spokesman said Saturday evening that Navy Cmdr. Dawn Cutler, a public affairs officer for the chairman of the Joint Chiefs of Staff, has issued a statement saying the draft is still being circulated among the various services, field commanders, Pentagon lawyers and Defense Secretary Donald H. Rumsfeld's office, .

1. One of the many WMDs the US Facists have at their disposal.
With a dwindling on the ground military presence, they have to indicate to potential competitors for oil and economic resources that we can and will use them and we will create a provocation to do so if need be. Since the American people are in their pocket pretty much, who's to stop them?

4. Dumbest part: Suicider cannot be deterred! Mirror suicidal maniacs
The dumbest part of the bush doctrine is that the new enemy consists of suicide terrorists. Nuclear doctrine made sense when the enemy was the Soviet Union because the Soviets were essentially rational. Their goal was to build a socialist world that in their view made life better for the working class.

Suicide bombers want to bring on a cataclysmic battle between Islam and the West. They are hopeful that they themselves will die and go to paradise.

Adopting a doctrine of pre-emptive nuclear war is telling them exactly how they can accomplish their goals of armageddon.

It reminds me of the criticism that Shimon Peres used to make of Likud, when Likud insisted on a complete end to terrorist bombing, by non-PLO factions, as a condition to restarting talks with the PLO. Peres said to Likud, you are basically giving Hamas the power to control negotiations between Israel and the PLO.

It is even worse for us. Unfortunately as an end time Christian, bush also wants a cataclysmic war in which the majority of human beings are killed and a select few are raptured into heaven.

That's what's so scary -- they are suicidal mirror images of each other.
