Were the Superdome and Convention Ctr "locked down"?

Were the Superdome and Convention Ctr "locked down"?
I've heard that these areas were locked at night. I've also heard that bridges and other roads leading outside the city were restricted.

The main reason being that they wanted to prevent the thousands of people in the flooded areas from entering other neighborhoods and causing crime.

Is this true?

1. yes and yes
I heards some amazingly horrific stories from some really thoughtful evacuees yesterday on a show broadcast by NPR, called "This American Life." It's rebroadcast in some areas today so if interested consider checcking your local listings. Otherwise they'll have it archived here in a couple days.
