Tell me, if a governor requests National Guard troops that have been offered by another governor, do you need to know the color of their stripes?

If a governor asks the President to declare a State of Emergency and bring in FEMA, aren't FEMA and DHS responsible for assessing what kind of troops are necessary?

Does every male governor know everything about the military?

What was Rumsfield - the head of the military - doing the day after Blanco asked for "everything you got".
