As if only the folks in NO knew what was coming. And their fate rested in their own hands because there is no such animal as the National Weather Service. Every meteorologist working knew as much, and probably more than the mayor of NO. To attempt to pass this event off to mayors and governors is appalling.

This is cut and dry. FEMA exists because state governments cannot handle the scope and scale of a major occurance.

1. Isn't this similar to what you would personally expect if your

house was the only one that was destroyed by a tornado? You and your family would be overwhelmed by such an occurrence and, even if unconsciously, would expect help. You expect people to realize that you have been devastated and need other people to think for you.

It's the same thing, on a bigger scale, with a city! A Mayor may have all good intentions, but gets overwhelmed when his entire city is destroyed. I don't know if he screamed for help or not! It doesn't matter! The Feds with all it's resources, should have recognized the tragedy, and jumped in to help! RIGHT AWAY!!!!!

That's right. Even before the event. FEMA is the fire, police, rescue, care, shelter, etc. for large scale events.
