FEMA: We thought you were all right

I was listening to CNN earlier and they we're talking about Plaquemines Parish. FEMA arrived 4 days after the storm, the sheriff asked them "Where the hell have you been" FEMA responded by saying "You didn't contact us, so we thought you were all right". How was anybody supposed to contact them when communications were down?
