I just caught part of it, but heard him say he had visited the Whitehouse and went to talk about the disaster in New Orleans.He said now is "not the time to place blame".Sounds like he might have been talking to K. Rove.

1. Look, there are times to be critical and times not to be critical

The Bush Whitehouse says that it is fine to be critical at anytime other than these three:

1) BEFORE they screw up royally. That is being "obstructionist".

2) WHILE they are screwing up royally or WHILE they are covering up their royal screw up. That is "not offering positive solutions"

3)AFTER they screw up royally. That is "Monday Morning Quarterbacking"


Anytime other than before during or after they screw up is fine.
