I don't think they're reporting on his appointment as head of FEMA without using this phrase in connection with him in the first sentence. Could this appointment make matters worse, instead of better, for the Bushies?

6. They didn't say it in a blatantly negative way, but just...

putting it right up front I think is pretty negative, given the ridicule the idea of duct tape as protection received at the time it was proposed.
