I really couldn't believe what I was reading...but the Mayor of Grand Rapids Michigan stated..

Grand Rapids Mayor George Heartwell explains, “The new model said, you have to provide permanent housing, or semi-permanent housing for these evacuees in homes or apartments of their own. And you cannot charge them any rent, you cannot charge them any security deposit, you cannot charge them any utilities cost, and you cannot do criminal background checks on them." Those restrictions made it hard to find landlords who could help. Heartwell says, “It changes hour by hour. I am, I remain, I have been highly critical of the Federal Emergency Management Agency. I think they've, this is evidence of the confusion that reigns within their system."

1. Two words: eminent domain

Just seize all vacant apartments and give them to evacuees, and pay the landlords fair market value.

If the landlords don't like it, they can always leave the country.
