Between the recall and all the bs he's been pulling in COngress, if we can get a good, solid candidate over here who is somehwat articulate to oppose him, he will drop like a sack of rocks. I right near his district, believe me, all we need is a good challenger to beat him.

7. The Reality of Issa's District

According to NCEC the seat gave Bush II 58.6% of the vote to Gore's 38.8% of the vote. The district, however, does have apparently a strong minority presence it. But frankly they probably aren't reigstered to vote, aren't citiznes, and are probably illegal anyway.

I went to the Cal Sec of State web site (http://www.sen.ca.gov/ftp/SEN/cngplan/CD49.HTM) and have the following information on voter registration. 135,769 votes are Republicans to only 85,746 Democrats. Republicans have a 50,000 voter registration advantage here.

Mr. Issa represents a congressional district in San Diego.

There is no provision to recall a member of the US House of Representatives or the US Senate. If there were such a provision, it would have to be in the US Constitution, not the state constitution.

As Carlos pointed out, Issa's district is safely Republican. It would be a waste of time and money to make too great of an effort to defeat him. (Dammit!)

5. Remember 1994

many, many "safe" dem districts (there had been a HUGE dem majority in the house) - turned... including the "safe" district of the Speaker of the House, Tom Foley.

Just read an article today about incumbent fatigue.

I think that if WE get active (not just the party - but us... as in we on the ground) - a similar sentiment could be played for a similar result.

Also remember that once upon a time B1Bob Dornan - rabid republican - was safe. And remember how humiliated he was at his loss. And remember how pathetic he was in his (not very well supported) attempt to reclaim his office - to the point where he went around campaigning on the theme that he was the "true hispanic" in the race - basing it on the family values train claiming that hispanic culture reflected HIS views more than his hispanic, female congresswoman's views.

That seat was always the least Republican distrct in Orange County and the only one that had more Democrats than Republicans.

"The people reserve unto themselves the power to recall, after at least one year of service, any elected official in this State or representing this State in the United States Congress. The Legislature shall enact laws to provide for such recall elections. Any such laws shall include a provision that a recall election shall be held upon petition of at least 25% of the registered voters in the electoral district of the official sought to be recalled. If legislation to implement this constitutional amendment is not enacted within one year of the adoption of the amendment, the Secretary of State shall, by regulation, implement the constitutional amendment, except that regulations adopted by the Secretary of State shall be superseded by any subsequent legislation consistent with this constitutional amendment governing recall elections. The sufficiency of any statement of reasons or grounds procedurally required shall be a political rather than a judicial question."
