I think Bush should say:
I'm very sorry and I hope the people of the country will forgive me and accept my resignation as your President.
Thats what I think he should say.

Frankly, I'm sick of seeing his smug smirk and hearing his tired, recycled rhetoric. If he must speak at all, an apology would be a good start. How about accepting a little responsibility for a change?

"I resign" gets my vote, too. That's what a CEO president should say, after such massive failure.
What he actually does say will be determined by focus groups that are underway right now. Rove and Luntz use "people meters" to test phrases that people like to hear; then Bush says them, regardless of whether they are the truth or not.
Bush lickspittles like David Brooks are now openly admitting that from "Day One" (his words), the Administration came right out and told supporters in the right-wing media that their PR would be completely dishonest. Nice of them to wait til now to tell us.
