On cspan2 now.
Question - is FEMA subject to Senate oversight, and the head subject to a confirmation hearing?
If not, why?

as opposed to all the former FEMA guys. Paulison did a heckuva job (to paraphrase Bush) here in South Florida during Hurricane Andrew. He's got experience and whatnot. Which is nice.

That answer does not answer my question.
Is the permanent director subject to Congressional hearing and confirmation?
