8. Probably about a no-bid contract to...
IEM. Waxman and Davis sent a letter to FEMA wanting to know the criteria for awarding the contract for SE Lousiana disaster plan development. IEM is probably somebody's friend.

10. Beware of FEMA scandals
They really should be titled BushCo or Bush Administration scandals.

Bush wants to destroy FEMA so we have no emergency response system. Not a good idea.

13. Yes, but they do need to hammer hoem the abuse of FEMA both
in using FEMA to payout millins of dollars to get bush votes in Florida in 2000 and also in killing it off in order to open the public up to the idea of Halliburton rescue and recovery services.

14. Maybe we should call them HS/FEMA
because when FEMA was by itself under Clinton they were getting their act together. Get them out of HS and demilitarize them.

20. OMG! I thought you were joking!
http://rawstory.com/news/2005/FEMA_outsources_Katrina_body_count_to_firm_implicated_in_bodydumping_scan_0913.html

The Federal Emergency Management Agency has hired scandal-ridden Kenyon International to set up a mobile morgue for handling bodies in Baton Rouge, Louisiana following Hurricane Katrina, RAW STORY has learned.

Kenyon is a subsidiary of Service Corporation International (SCI), a Texas-based company operated by a friend of the Bush family. Recently, SCI subsidiaries have been implicated in illegally discarding and desecrating corpses.

In other words, FEMA outsourced the body count from Hurricane Katrina -- which many believe the worst natural disaster in U.S. history -- to a firm whose parent company is known for its "experience" at hiding and dumping bodies.

21. But Blanco is ready to sign a contract with them
because FEMA won't. Kenyon, so far, has been working without a signed contract.

http://www.latimes.com/news/nationworld/nation/wire/sns-ap-katrina-counting-the-dead,1,4334897.story?coll=sns-ap-nation-headlines

"Blanco said FEMA has slowed down the process by failing to sign a contract with the company hired to handle the removal of the bodies, Houston-based Kenyon International Emergency Services. Kenyon is working without a contract but threatened to pull its workers out of Louisiana unless either the state or the federal government offered it a signed agreement, the governor said.

"No one, even those at the highest level, seems to be able to break through the bureaucracy to get this important mission done," Blanco said. "The failure to execute a contract for the recovery of our citizens has hurt the speed of recovery efforts. I am angry and outraged."

Passey said FEMA had an oral agreement with Kenyon last week, but the company decided not to sign a written contract. He said he did not know the reason, and calls to Kenyon were not immediately returned.

Blanco said the state would sign a contract with Kenyon -- even though she believed the body recovery is the responsibility of FEMA -- because "I could not bear to wait any longer."

24. Putting my little tinfoil hat on and speculating a bit
Do you suppose Rove set this up to hang Blanco? Here's why I ask. Kenyon is known for it's body-dumping scandal, so FEMA can look good by saying, listen we tried to do the right thing by these dead folks by NOT signing with this controversial company. Blanco wouldn't listen and now you'll never be able to trust the body count blah, blah, blah.

What do you think?

26. Well, let's see...FEMA originally brought that company in to
collect and work with the bodies. Now FEMA doesn't want to sign a contract with them after they have been collecting bodies all week. Blanco, desperate to get the bodies collected and housed and with some kind of dignity, signs with them instead. I have no idea why Blanco did this, altho she probably really CAN'T bear the bodies not being attended to...you couldn't either. And, I'm betting she has no idea of the previous scandal, and is working with the company that is already there...that FEMA called in, in the first place.

27. Exactly - FEMA brought them in, Blanco assumed they were OK
Not that they won't hold her accountable (more accountable than the neo-cons hold Bush), but Blanco was kind of stuck. Kenyon, after collecting the bodies for a week, was demanding a contract and FEMA (under Bush) was doing the proverbial federal foot-drag.
