If somebody sent it to you, or put it up on their blog, it's probably just a joke. You can do that and it will just take people to the home page, do a lookup on "#hellfrezesover," which will fail quietly. Of course, the main story has changed so the joke is lost anyway. If you actually got the link from CNN, then it was there for a while but now appears to be gone.

Whoever our prankster is (you, perhaps?), he or she does not know how to spell "freezes."
