and elevate FEMA back to a cabinet level position.
HS is just more bureaucratic levels by a party that... ahem, wants a small government.

Suggested by the commission (I believe) and as the-polls-we-do-not-watch showed, constituents wanted it. So we got it and you know where. Lip service is all it is and a chance to bust a union.
