he has to appear before the UN so he can claim that he has "reached out" to other nations even if the speech is the common Bush fare of IN YOUR FACE !!!

As in, he made the grand gesture, but they weren't willing to work for 'our' safety and prosperity.

Public relations. Too bad it's too late for that, now. ;)
